One feature that has been requested is the ability to start (and stop) campaigns at a particular hour, this would require changing the "activate" and "expire" fields in the campaigns table from "date" to "date_time" fields, and updating the UI/maintenance engine to reflect this change.

This would also have an added benefit in the maintenance engine because the activation/expiration times would be stored in UTC eliminating the need to do complex TimeZone translation operations in the maintenance engine.

Time is stored in the DB properly but it is not updated after timezone preferences are changed.

When manager TZ is changed a warning message is displayed, per Product decision. Existing campaigns are not changed.

I don't see any start/end times in the OpenX 2.8.2 campaign screens.... Is this issue really closed???

i can´t find anything like start/end times in actual version... is it really implemented?

Start time is internally supported to deal with manager TZ being different from UTC.

It would just be a matter of updating the UI to allow defining a time rather than just a date.
