When exclusive campaign has banners with delivery limitations the delivery is affected and blanks get delivered.
TC:
1. set up exclusive campaigns with two banners
2. set delivery limitations for browser [one banner in IE, the other FF for example]
3. Start the delivery
Result:
In FF you would see the correct banner being delivered, but not 100% of the time. Probably when the non-FF banner is supposed to be delivered it's blocked, but nothing is given to replace it so a blank is served.

The change to the selection algorithm is the direct cause of this issue, priorities aren't rescaled after discarding non-matching ads

Works correctly in 2.8.1-rc10 using SPC and JSTag for global channel limitations, website channel limitations and individual banner limitations. Closing.
